Months pass: Chaplin meets Purviance in a restaurant. Quickly ascertaining that her mother has died, Chaplin appoints himself Purviance's protector. He even promises to pay for the meal; after all, he's just found a silver dollar on the street. But when the dollar lands on the ground with a leadlike thud, Chaplin realizes he's as broke as ever--and now he's at the mercy of blood-in-his-eye headwaiter Eric Campbell. Casting a critical eye on Lady Liberty rhetoric about welcoming the huddled masses, Chaplin pointedly contrasts symbols of American freedom with the reality suffered by the Tramp and his fellow poverty-stricken arrivals, as they are roped in like cattle and treated roughly by immigration authorities. At the same time, Chaplin mines humor out of the Tramp's refusal to be brought low, whether he's fishing amid seasick travelers, negotiating the perilously rocking boat, fending off an arrogant waiter, or finding love with Edna Purviance. Chaplin's technical restraint let his mime and sly visual compositions speak for themselves. Chaplin was already a star from his work for Mack Sennett and a seasoned director from his Essanay shorts, but his twelve shorts for Mutual turned him into an international superstar; The Immigrant and Easy Street (1916) presaged the social commentary of such later Chaplin features as The Kid (1921) and The Gold Rush (1925).

Su predominancia quedaría refrendada en 1916 cuando firmó con la productora Mutual Film Corporation un contrato superior al medio millón de dólares de la época, lo que le convertía en el artista mejor pagado del momento. Aquel contrato le comprometía a la realización de doce cortometrajes en un período de un año. Además, dispondría de todas las facilidades de su estatuto de estrella, como el estudio que la empresa productora le construyó para que el cómico pudiese trabajar a sus anchas.
Chaplin fue estrenando la docena de películas, en las que iba perfeccionando su técnica cinematográfica y su denuncia política. Ya en aquellos films, el personaje del vagabundo le servía de excusa para poner el acento sobre las desigualdades sociales. En una de las últimas películas para la Mutual, esta denuncia era especialmente explícita: se titulaba The Immigrant (en español, Charlot emigrante, pese a que el título original también podía hacer mención a la chica protagonista) y narraba la historia de un grupo de emigrantes que llegaba a Nueva York para comprobar que aquel sitio en el que había que robar por un simple plato de comida no era precisamente la tierra prometida.
El film ha quedado como un clásico indiscutible, como una de los mejores ejemplos de que la comedia no es un género de evasión sino todo lo contrario: un mecanismo ideal para señalar los atropellos del poder. En la cinta, Chaplin nos mostraba una sociedad agresiva y hostil, desde los agentes de aduanas que trataban a patadas a los pobres hasta los propios trabajadores neoyorquinos, esos simpáticos camareros que se dedicaban a linchar a los clientes que intentaban irse sin pagar la cuenta. Los recién llegados eran empujados a la marginalidad sin ningún tipo de solución: el final feliz no era más que una leve promesa de prosperidad para la pareja protagonista.
